This issue is either related to other installs in progress, Windows updates or your Anti Virus firewall or monitoring.
- Shut down your computer completely and restart it.
- Check for Windows updates, including both "Important" and "Optional". (Windows 7, 8.1, 10)
- Apply all updates and repeat the shut-down and restart cycle.
- Check for updates until there aren't any more available.
- Locate your antivirus and turn if off for an hour.
- Try the install again and let us know how it goes.
